Russian environmental pollution fee (NVOS): rates, multipliers and advances

Standards

Federal law 7-FZ articles 16.3 and 16.4 for the calculation order and the multipliers, with the calculation rules set by government decree 881 of 31 May 2023, which repealed the earlier decree 255 of 2017; the 2026 rates in roubles per tonne come from government order 2409-r as amended by order 4110-r, and are built in rather than typed in by hand.

The fee per substance and per impact type, the total for the year, the deduction for emission reduction measures, the balance to pay or carry forward, the quarterly advance by all three permitted methods, an XLSX export and a printable declaration.

Questions

Where do the rates come from?

From the built-in 2026 schedule under government order 2409-r as amended by order 4110-r. Pick the substance and the rate fills itself in; a substance outside the schedule takes a rate entered by hand.

How is an exceedance charged?

By band, not by a single flat rate. Mass within the permitted limit carries a multiplier of 1, mass between the permitted limit and the temporary limit carries 25, and mass above the temporary limit carries 100 for air and water. Waste disposal carries 1 within the limit and 25 above it.

Which decree does the calculation follow?

Government decree 881 of 31 May 2023, which carries the current rules for calculating and collecting the fee and repealed decree 255 of 2017. The formula in article 16.3 and the multipliers 1, 25 and 100 did not change with it.

Can environmental spending be deducted?

Yes, under clauses 43 to 45 of the rules. Enter the documented spending on measures from your environmental protection plan for each impact type; it is deducted separately per type and never exceeds the fee charged for that type, so spending on air cannot offset the fee on waste.

How is the quarterly advance worked out?

Clauses 54 to 57 allow three methods: a quarter of the fee payable for the previous year, a quarter of the fee computed from this year permitted and temporary limits, or the fee for the previous quarter from your own environmental monitoring. The tool shows all three; picking one and stating it in the declaration is yours to do.

Does this apply outside Russia?

No. The rates are in roubles and follow Russian government orders. The arithmetic resembles a load-based licence fee or a per-tonne pollution charge elsewhere, but the numbers are not interchangeable.

Is this the declaration itself?

The tool computes the fee, prints the figures in declaration form and exports them to XLSX. Filing itself goes through the regulator, and the tool does not submit on your behalf.
